The device has a delaying unit (4) arranged for realizing, during a decrement phase of a pallet (1) of a horlogical mechanism, a stabilizing bearing at an intermediate torque consumption level between a first torque consumption level and a second torque consumption level of the pallet. A contact surface is located in a periphery of a striking wheel (30), where the pallet and another pallet (2) are arranged for actuating hammers (7, 8) on gongs (71, 81). An independent claim is also included for a horlogical mechanism comprising an energy source providing energy to a striking wheel for actuating a hammer on a gong.
