Converting carbon dioxide into a partially reduced precursor for the production of organic compounds by an accumulation of carbon dioxide in an aqueous phase and subsequent catalytic reduction, comprises transferring the carbon dioxide by a supply unit (1a) into an accumulation tank (7) and concentrating in an alkaline solution in the form of carbonates and converting, after pumping in a reaction container (16) in a cold catalytic reaction under supply of reaction energy to a renewable energy source, to the partially reduced precursor. An independent claim is included for a plant (1) to convert carbon dioxide into a partially reduced precursor with a supply unit of pressure-dissolved carbon dioxide in an enrichment tank for the enrichment of carbon dioxide in an anionic form in an alkaline aqueous solution, a reaction container with a power supply unit for renewable energy and a pumping device (15) for pumping the solution from the accumulation tank in the reaction container and a pumping device for pumping the partially reduced precursor.
