A method for managing radio resources in a mobile communication system and a system thereof are provided to adjust sizes of adjacent cells by cell breathing to distribute a load of a cell, thereby enabling a larger number of user terminals to provide a service. A base station controller performs handover from cell B to cell A when the first user terminal(110) moves from a handover area(30) to a cell A area completely. The base station controller maintains zone connection about a user existing in an interval where maximum radiuses of two cells are overlapped. The base station controller applies the same cell radius to a newly join user through cell breathing.
