The device has a propeller provided with remotely controllable turbines in three dimensions. An end of an umbilical is integrated to the propeller, and another end of the umbilical is connected to a pressurized water source at ground for fire control. The propeller is driven by an electrical motor. Electrical cables are connected with the electrical motor. The propeller is equipped with an electrical battery to function the propeller in an autonomous mode in an event of cutting the umbilical, where the umbilical is maintained in air by distributing the propeller over its length.
