The device has a cylindrical floater (1) whose center is integrated with a body of a hydraulic jack (2). The jack is provided with a piston. An axle of the piston is directly fixed on marine soil or a floater (3) immersed below the cylindrical floater. A hydraulic tube (4) connects the jack to another hydraulic jack (5) placed at ground. The latter jack transfers oil pressure generated by raising the cylindrical floater to a gas loaded accumulator (8). A hydraulic motor (9) is supplied by the accumulator, and drives an alternator (10) directly connected to an electric network.
