PROBLEM TO BE SOLVED: To provide a puzzle making device that enables further diversification of a puzzle.SOLUTION: Using a setting means 2102, a sectional region for making a puzzle is set in a target image for puzzle making. Using a dividing means 2103, the set sectional region is divided into a plurality of piece regions. With a piece region image changing means 2104, each image of the plurality of piece regions after the division is changed in accordance with conditions of puzzle making. The images of the plurality of piece regions, which have been changed in accordance with the puzzle making conditions by the piece region image changing means, are made the images of the puzzle game.
