PROBLEM TO BE SOLVED: To perform determination of an attendance time with high accuracy.;SOLUTION: An acquisition part 102 acquires an electric power consumption waveform in a user terminal used by a user, and a start time specification part 104 specifies a start time of the user terminal based on the electric power consumption waveform.
