PROBLEM TO BE SOLVED: To solve the problem that passengers of stations other than a starting station cannot secure seats in congestion time, and to provide a method for creating a timetable without greatly changing the existing timetable, by deadheading trains to stations other than the starting station from the starting station.;SOLUTION: In the existing train timetable, by a means to deadhead the train from the starting station 6, the train is run to a next station 7 as a deadhead train from the starting station 6. The passengers are picked up at the next station 7, and further the train is run to stations other than the starting station 6 and the next station 7.
