PROBLEM TO BE SOLVED: To provide a component library creation device or a component library creation method for surely creating a library by preventing the loss of a license key.;SOLUTION: This component library creation device includes: a component imaging device for imaging an electronic component; and a data creation device having a processing program for creating the component library data of the electronic component from the imaging result, and a license key necessary for starting the processing program is installed so as to be fixed to the component imaging device. Also, this component imaging device is configured to transmit the license key necessary for starting the processing program to the data creation device, and the data creation device is configured to determine the existence of the license key to be transmitted, and to, when determining that the license key exists, start the processing program.;COPYRIGHT: (C)2012,JPO&INPIT
