PPROBLEM TO BE SOLVED: To increase general customers' convenience by reducing false alarms determining that general customers are prowlers, and increase security by controlling prowlers' going into a store appropriately. PSOLUTION: A surveillance camera 110 images visitors who get admittance into a security area. An image information acquisition part 141 acquires image information captured by the surveillance camera 110. A detection part 145 detects a visitor who wears at least either sunglasses or a mask from the acquired image information. When a visitor who wears at least either sunglasses or a mask is detected, a determination part 146 determines whether or not to permit the visitor's admittance according to sunglass wearing permission conditions or mask wearing permission conditions stored in a storage means.
