PROBLEM TO BE SOLVED: To appropriately authorize a formal approver candidate.;SOLUTION: An approval time acquisition part 32 acquires an approval time from the reception of approval request information by an approver who approves the approval request information indicating the reception of an approval request till the performance of the approval by the approver. An authorization part 38 refers to a database including by association the classification of the approval request information and a reference value of the approval time for requesting the approval of the classification, and then, when the acquired approval time is shorter than the reference value of the approval time of the classification, which is held in the approval request information indicating the reception of the approval request, authorizes as a formal approver candidate, information for identifying the approver performing the approval.
