PROBLEM TO BE SOLVED: To set a target value of the number of steps that is appropriate for respective users.;SOLUTION: A weather information analysis part 103 extracts today's weather information included in a demodulation signal. A number-of-step detection part 106 detects the number of steps. A number-of-step history storage part 105 sequentially stores number-of-step history information that associates weather information obtained from a weather information storage part 104 with the number of steps a day detected by the number-of-step detection part 106. A control part 110 sets a target value of the number of steps on the basis of the weather information obtained from the weather information storage part 104 and the number-of-step history information stored in the number-of-step history storage part 105.
