PROBLEM TO BE SOLVED: To perform a power system's power flow simulation by considering use power and reverse flow power of an individual user.SOLUTION: A power system's power flow simulation device 100 comprises: a power system's power flow calculation part 10 to calculate a power flow in a power system from a substation 1 to a pole transformer 5 using load power in the pole transformer 5; a user load imitation part 80 to calculate a time variation of the load power used by a user; a distribution power source imitation part 90 to calculate the time variation of power generated by a distribution power source; and a system state management part 30 to manage the calculation procedures. The system state management part 30 proceeds while supplying a load power demand message with time information attached to the user load imitation part 80 and the distribution power source imitation part 90, where its time interval is determined depending on a time change rate of the power load calculated by the user load imitation part 80 and the distribution power source imitation part 90.
