PROBLEM TO BE SOLVED: To change a code into a desired code, without exchanging an encoder/decoder in a case where the change of the code is required in a phase code type OCDM, and to maintain an encoder and a decoder stable for a long time.;SOLUTION: An SSFBG is used in which a plurality of unit FBGs in the same structure are included in the same optical fiber and an interval between adjacent unit FBGs is fixed. When an optical signal is input to an encoder constituted of the SSFBG, optical chip pulses are output at fixed time intervals, and a phase difference between adjacent optical chip pulses is fixed. Such a phase difference is used as a code.
