PROBLEM TO BE SOLVED: To urge consumers to come to a retailer company without placing a burden on the retailer company when a maker runs a sales promotion campaign for a commodity.;SOLUTION: A consumer puts his or her mobile terminal 1 over a visitor certificate writing device 7 installed in a store that he or she visits. Thereby data on a visitor certificate and the possible number of applications are written in an IC chip in the mobile terminal 1. When obtaining the visitor certificate, the consumer uses the mobile terminal 1 to read a two-dimensional barcode attached to the commodity for the campaign. The mobile terminal 1 accesses a campaign server 5 and sends a consumer ID, the visitor certificate, and a serial number obtained from the two-dimensional barcode to apply for the campaign. The campaign server 5 stores application information such that the consumer ID, the visitor certificate, and application points are associated with one another.
