PROBLEM TO BE SOLVED: To automatically create an examination specification from system specification information such as formal model.SOLUTION: Values which each variable can assume are determined from system specification information such as formal model. Operations are repeatedly performed which can be performed in a default state in which each variable is considered as an initial value, thereby shifting the state. Each time when the operations are performed, it is determined whether or not the shifted state is equivalent to the state which has been already experienced. A series of operations are output as one examination item which are performed until the shift of the state which is considered as the state which has been already experienced since the initial state.
