PPROBLEM TO BE SOLVED: To detect a topic section which is a semantically integrated section with sufficient precision by a simple method. PSOLUTION: The present invention has one or more topic starting point candidate extraction means for extracting topic section starting point candidates which are the ones for starting points of the topic section of a video image, calculates section length of section images to be sectioned by the topic starting point candidates extracted by at least one topic starting point candidate extraction means, stores the calculated section length in a storage means, selects a section length topic section starting point from among the candidates for a topic section starting point which is the starting point of the section according to the section length, selects a general topic section starting point from among the video section to be sectioned by the topic starting point candidates extracted by at least one topic starting point candidate extraction means, and calculates the topic starting point using the selected section length topic section starting point and the general topic section starting point selected by a general topic section starting point determination means.
