PPROBLEM TO BE SOLVED: To provide a fly ash processing apparatus capable of easily detoxifying fly ash collected from exhaust gas of melting by a dust collecting means. PSOLUTION: The fly ash processing apparatus includes a means for feeding a heavy metal elution inhibiting agent for Cr(VI) to the fly ash and kneading the resulting mixture, a means for measuring the Cr content of the fly ash, a means for measuring the pH of an elution solution from the fly ash, a means for calculating the ratio of the amount of eluted Cr(VI) to the Cr content at a measured pH on the basis of the correlation between the pH of an elution solution prepared in advance and the ratio of the amount of eluted Cr(VI) to the Cr content, calculating an estimated amount of eluted Cr(VI) from the fly ash by multiplying the measured Cr content by the calculated ratio and further calculating an appropriate feeding amount of the heavy metal elution inhibiting agent for Cr(VI) as a target value on the basis of the estimated value and a means for adjusting the feed amount to attain the target value.
