PROBLEM TO BE SOLVED: To provide a technology of executing an access limit without consuming a network band.;SOLUTION: A transmission terminal 10 and a reception terminal 20 register access limit information to an access limit information storage section 31 in advance and when the transmission terminal 10 transmits data, the transmission terminal 10 informs an access limit management section 32 about a transmission destination and a transmission source.
