PPROBLEM TO BE SOLVED: To provide a production plan that minimizes loss cost by calculating the loss cost of production and/or inventory under various restraint conditions of product manufacture. PSOLUTION: A system 100 for optimizing loss cost includes an excess inventory quantity calculation means 110 for calculating the excess and insufficient amounts of inventory, by executing a reception/payment process based on the data regarding patterns of production amounts, inventory amount, a planned amount of sales, and an amount of safety inventory on a certain date; an inventory loss cost calculation means 111 for calculating the loss cost resulting from excess inventory or insufficient inventory; a production cost calculation means 112 for calculating production cost with a different pattern on each different date; a production loss cost calculation means 113 for calculating loss cost that results from increased or decreased production that occur between different patterns on different dates; and a result output means 114 for adding up the loss cost resulting from excess or insufficient inventory, the production cost, and the loss cost resulting from increased or decreased production, and specifying and outputting the production pattern with which a minimum value is reached.
