PSOLUTION: A metal oxide catalyst powder comprises a layered metal oxide, and particles containing a compound metal oxide carried by layers of the layered metal oxide and the compound metal oxide being represented by the formula (1) of ASBx/SBDSBy/SBESBz/SBOSBn/SB, where A denotes at least one metal element selected from the group consisting of La, Y, Ce, PR, ND, Pm, Sm, Eu and Gd; D denotes at least one metal element selected from the group consisting of Na, K, Bi, Th, Ba, Sr, Ca, Pb, Zn and Ag; E denotes at least one metal element selected from the group consisting of Mg, Mn, Co, Fe, Ni, Cr and Cu, V, Mo, W, Ta, Li, Ti, Zr, Nb, Pd, Rh, Ru and Pt; and x, y, z and n satisfy the following expressions: 0 x≤ 1, 0 y≤ 1, 0≤ z≤ 1, x+y=1 and 2≤ n≤ 3.
