The present invention concerns the continuous casting of steel and particularly the problem of steel reoxidation. In particular, the invention relates to a dispenser (50) comprising an assembly comprising a valve (1) and a surrounding refractory element (4) which prevents or limits reoxidation of the steel. According to the other aspect of the invention, the invention also relates to such an encircling refractory element and a continuous casting process of steel.
