A device comprises a unit 2 of nominal definition of accepted payment means and authenticity thereof, a money box in which the received payment means are piled up, an storage module of received payment means for accepting and issuing and a transport system by which the received payment means from unit of nominal definition are transferred into the box 4 for piling up bank notes or into the storage module. At that, storage module is executed in the form of receiver with rotary mechanism which comprises several reeling cartridges. Each of them has one entry and one exit openings which by drive is rotated to the entry and exit openings 20 of transport system 5. The reeling cartridge 23 comprises a reeling coil 24 with independent drive for transporting tape and a drum 25 for money accumulation with its own drive. The transporting tape partly winds round two rollers 27 and 28, turning the tape in the zone of entry and exit openings for bank notes.
