[Problem] To provide a fault prediction decision method and device which can limit excessive route switching due to fault prediction, and achieve effective utilisation of network resources while the reliability of the network is maintained. [Solution] A fault prediction decision device comprising: a signal monitoring unit (102) for monitoring the signal quality of links; a signal quality prediction unit (103) for predicting future signal quality using provided prediction information and signal quality information obtained by means of monitoring; and a fault prediction decision unit (105) for deciding, in accordance with the magnitude of a decrease in the predicted signal quality of a link, to avoid the link or decrease the symbol rate of the link.
