VIDEO SIGNAL FRAME RATE CONVERSION DEVICE AND METHOD, AND VIDEO PROCESSING DEVICE USING SAID FRAME RATE CONVERSION

This video signal frame rate conversion device is provided with: a repeat frame generation means which inputs a 24fps video signal, converts, into pulldown phase information, repeat information of frames generated in pulldown processing in which inputted frames are repeated, and, in order to perform frame rate conversion using said phase information, generates multiple instances of the same frames of the inputted video signal in accordance with a prescribed repetition number; and a frame rate conversion means for converting the frame rate on the basis of the frame phase information which indicates the number of repetitions of video signal frames. Consequently, even when a 24fps video is inputted, in the frame rate conversion, the screen is prevented from displaying juddery images in the period before the pulldown determination is made.
