PURPOSE: A device for entering into a network which is composed of various kinds of networks is provided to make a base station enter into a network in which a mobile terminal makes utmost performance.;CONSTITUTION: A terminal(110) transmits a ranging sequence to a serving BS(Base Station)(120) in order to enter into a network. The terminal controls an UL(UpLink) parameter based on the direction of the serving BS in the response message. The terminal transmits a ranging request message to the serving BS. The terminal receives a ranging response message including the network access information from the selected serving BS(130).
