PURPOSE: A pipe position fixing device for precisely installing a faucet for cold and hot water and a constructing method thereof are provided to precisely install a wall by preventing a position change of a socket elbow while installing a wall because a fixing plate is fixed in a floor and ceiling. CONSTITUTION: A pipe position fixing device for precisely installing a faucet for cold and hot water comprises a fixing member(30) and a faucet connecting member(10). A bottom square pipe(16) and ceiling square pipe(17) are respectively joined to the upper and lower parts of the fixing member so that a height is adjusted. The bottom square pipe is widely formed, thereby being projected to be contacted to a floor. The ceiling square pip is widely formed, thereby being projected to be contacted to the floor. The bottom square pipe is passed through the faucet connecting member. The faucet connecting member fixes a socket elbow(19) connecting a pipeline in the lower part of the faucet connecting member to supply cold and hot water.
