PURPOSE: A titanium dioxide thin film, a manufacturing method thereof, and a dye sensitized solar cell using the same are provided to manufacture the titanium dioxide thin film from a Ti precursor by using inorganic complex grafted with polymer. CONSTITUTION: A template solution is made by dispersing inorganic complex grafted with polymer in solvent. A Ti precursor solution is made by stirring a Ti precursor in acid solutions. A sol solution is obtained by adding the Ti precursor solution to the template solution. A mixing ratio of the plate to the Ti precursor is 1 : 2 to 8.
