The device has a liquid inlet (5) arranged above reservoirs (2), where a flowrate of the liquid inlet is chosen based on desired filling time of the reservoirs and the device is in the form of monumental fountain. Each reservoir oscillates around an axis (3) between a filling position and a discharge position to create waterfall effect. The reservoir is tilted to the discharge position by an electric accumulator or pneumatic control device after detecting a filling level of the reservoir and when the reservoir is full.
