The electromagnet has a pot-shaped armature (6) provided with a hollow cylinder portion (6b) that has an inner peripheral surface (6d). A permanent magnet (4) is arranged in a circular ring-shaped pole surface (7) on a side of a pole core (5). An excitation coil (3) is energized to move the armature from one position to another position. A magnetic field of the coil is directed against another magnetic field in a transition region between the pole surface and a front surface (6c) of the portion. Magnetic circuits are superimposed in respective housings (2a, 2b) in a same direction.
