The arrangement has switching unit (8) connected in series with first discharge resistor (9), while another switching unit (12) is connected to emitter path (23) of transistor (11). A storage capacitor (16) connected to positive supply voltage discharge unit via second discharge resistor (13) in collector path (22) of transistor. The collector of the transistor is connected with the transmitter via the second discharge resistor, so that the measuring voltage is applied at the input (14) and is converted into a switching signal and is provided at its output (18). An independent claim is included for method for capacitive, contact and/or non-contact detection of fill level and/or leakage of conductive media, media with high relative dielectric constant and foam-forming media.
