The device has a rotor including an upper surface (P) and a lower surface (Q) defining a chamber. Central openings (E) are formed in the upper surface around a rotation axis (A), and peripheral openings (S) are formed at the periphery of the rotor. The chamber is divided into compartments to form ducts (D) that are bent at an angle ranging from 90 to 180 degree in a radial plane such that flow of fluid is deviated in the compartments between the openings along the angle to induce axial propulsive thrust by a conservation principle of movement quantity, when the rotor is immersed in the fluid.
