The device has rows of superposed blocks (101), where each block comprises a high thermal resistant outer insulating element (1) forming an outer wall of block and a low thermal resistant inner wall element (2) forming an inner wall of the block. The insulating element and the inner wall element are maintained in integrated state and parallel to each other by spacers (3), so as to leave a space between the insulating element and the inner wall element to be filled with a concrete (4) by pouring. The outer insulating element has tenon (5b) or tongue (5a) on an upper face (104b) of the block.
