PROBLEM TO BE SOLVED: To achieve load decentralization policing while maintaining accuracy of the policing.SOLUTION: A policer includes: a packet distribution portion which equally distributes arrival packets; a plurality of decentralizing policing portions each including a policing processing portion which determines whether to pass or discard a distributed packet according to the remaining amount of tokens in an individual corresponding first token packet, and a token request portion which makes a request for addition of tokens each by a predetermined amount when the remaining amount of tokens in the individual corresponding first token packet decreases below a threshold; and a centralized token management portion which includes a token pay-ouf portion supplying tokens by the predetermined amount at each time for the first token packets corresponding to the token request portion having requested the addition of tokens according to the remaining amount of tokens in a second token packet, and performs all-inclusive token management.
