PROBLEM TO BE SOLVED: To manage an activation order of applications in a virtual server.;SOLUTION: An application activation confirmation function part 106 confirms several times whether or not virtual servers 102, 103 and 10N are powered on, from one with a smaller order number in activation information extracted from an activation order database 107, confirms several times whether or not a communication port opened by an application program in a virtual server which is confirmed to be powered on several times is communicable, and performs activation of a virtual server with the next order number after confirming whether or not the other virtual server with the next larger order number is powered on and its port is communicable.
