For liquid cationic starch of 10 to 45 parts, the composition of a stable aqueous liquid containing a cationic starch and polyvinyl amine in the ratio of the polyvinyl amine 90-55 parts is disclosed in an active basis in an active basis there. The composition can be used as drainage aids or strength agents in papermaking.
