PROBLEM TO BE SOLVED: To defer the stop of the rotation of the earth by generating electric power by using natural energy of ocean current, tidal current, and large waves.SOLUTION: A plate moving blade mechanism using a plate receives water flow power to convert the water flow power into the circulating power circulating around an elliptical track. The rotational force of a drive chain shaft and that of a drive wheel are obtained and used as the power of a generator. As the application of a shape in which an inversion-induction curved surface waterway structure is laid down sidweways, a stepping-stones type breakwater structure is constructed. Thus, even the flowing directions of large waves, high waves, tsunami water flows are changed, or their energy is reduced by half, or extinguished. The plate moving blade mechanism and structure, and a butterfly type horizontal plate moving blade mechanism and barge structure group are structured and built by adequately and appropriately sticking them to the sea bed all around it, specifically to the inclined surface of the sea bed in the east side direction of trenches, ocean ridges, and complicated sea bed profile at the sea bed of the earth, for example, on the inclined surface on the Japan side where the inclined surface of the sea bed is directed to the east side in the V-shaped Japan Trench.
