PPROBLEM TO BE SOLVED: To provide an electronically recorded credit obligation registration device for registering an electronically recorded credit obligation, in a recording ledger of an electronically recorded credit obligation recording institution which is superior in convenience, when purchasing a credit obligation. PSOLUTION: Upon the receipt of a request for registering an electronically recorded credit obligation from a debtor, a credit obligation registration system 10 determines whether the credit obligation can be purchased; and stores the contents of the received electronically recorded credit obligation in a credit obligation information DB 20, with a flag indicating whether the purchase is possible. The electronically recorded credit obligation is stored in a recording ledger of an electronically recorded credit obligation DB 50 by a recording institution system 40. When a request for purchasing an electronically recorded credit obligation is received from a creditor, a credit obligation purchase system 30 determines whether the purchase is possible, by referring to the flag in the credit obligation information DB 20, and requests a transfer record to the recording institution system 40, when the purchase is implemented.
