PROBLEM TO BE SOLVED: To provide a CO2 emissions trading system capable of increasing a water-saving effect and a CO2 reduction effect without any burden of consumers and attaining the water-saving effect and energy-saving effect set forth by municipalities.;SOLUTION: The purpose of the present invention is to realize the free distribution of water-saving devices, then to associate the water-saving effect obtained thereby with CO2 emission reduction effect and CO2 emissions trading, and to contribute to the global environment conservation. The slogan of the reduction in tap water consumption (=reduction in water rates) and the free distribution of water-saving devices therefor is effective for PR campaign. The water-saving effect may be described on a bill for water rates as effective data so as to, it is likely, grow the consumers' awareness of the water saving. It is also promising that the reduction effect of the water rates may be improved by the effect of word-of-mouth communication and a diffusion rate of the water-saving device may be improved.;COPYRIGHT: (C)2013,JPO&INPIT
