P To provide paint for forming a scratch preventing film capable of precluding possibility of vanishing in a baking process to form a phosphor film or the like ON a glass base material such as a translucent sealing tube for a fluorescent lamp or the like and preventing scratches caused by impact from the outside during conveyance of the glass base material or in a manufacturing process from being produced. PSOLUTION: This paint for forming the scratch preventing film contains silicon dioxide fine particles and a dispersion medium containing fatty acid salt and also may contain a binder component made of an organic/inorganic composite resin.
