An arrangement determining part 14 determines the arrangement of necessary lighting fixtures by removing, from the target space and lighting fixtures in which the dimming ratios are not higher than a predetermined threshold among the dimming ratios of the respective lighting fixtures calculated by the illumination inverse operation part 13.
