PROBLEM TO BE SOLVED: To enhance the accuracy for discriminating a fixed target, a weather clutter and a sea clutter, and minimize the frequency that the fixed target, the weather clutter and the sea clutter are misrecognized as a moving target.;SOLUTION: A detection coverage of a radar apparatus is divided into a plurality of regions (cells). After a target is received and MTI and MTD Doppler filter processes are applied to the target, a correlation determination is implemented in each radar scan per cell. The result of the correlation determination is accumulated and stored for each cell; the target having continuity of the correlation between the same cell or the peripheral cell which agrees with preset clutter discrimination conditions is discriminated as being the clutter.;COPYRIGHT: (C)2009,JPO&INPIT
