PROBLEM TO BE SOLVED: To determine discarding of an arrival buffer using an index different from a queue length of a packet buffer.;SOLUTION: When a new packet arrives, a packet buffer management apparatus obtains a residence time, in a packet buffer, of at least one packet stored in the packet buffer for temporarily storing packets. In a case where the residence time satisfies a discarding condition of the new packet, the new packet is discarded. In a case where the residence time does not satisfy the discarding condition, it is determined to store the new packet in the packet buffer.
