An electromagnetic wave propagation sheet comprising a mesh-shaped conducting layer, a planar conducting layer, and a dielectric layer sandwiched therebetween, wherein the mesh-shaped conducting layer and the planar conducting layer are electrically connected by way of a short conductor at an end portion of the electromagnetic wave propagation sheet, and a mesh-shaped conductor configuring the mesh-shaped conducting layer has a meander shape in the proximity of the electromagnetic wave propagation sheet end portions.
