PURPOSE: A device and a method for detecting surface defects of a hot-rolled material are provided to reduce error detection caused by scales existing on a surface of the hot-rolled material, thereby improving reliability.;CONSTITUTION: A method for detecting surface defects of a hot-rolled material is as follows. Original images of a surface of the hot-rolled material are obtained by photographing the hot-rolled material(S10). Dark binary images are extracted by the binary of the original images(S20). Bright binary images are extracted by the binary of the original images(S30). The dark and bright binary images are merged so that the merged binary images are obtained(S40).
