PURPOSE: A factor computation method, a server, and an OBD(On-Board Diagnostic) connector communication device are provided to accurately compute engine non-heating discharge coefficients by using driving information obtained from an electronic control system of a vehicle. CONSTITUTION: A communication unit(151) receives outdoor air information, start number information, and driving distance information obtained from an electronic control system of a vehicle. A control unit(160) obtains driving distance information per one time by using the driving distance information and the start number information and engine non-heating discharge driving rates by using the outdoor air information and the driving distance information per one time. The control unit computes a factor for computing the engine non-heating discharge coefficient of the vehicle determining the engine non-heating discharge driving rates.
