PURPOSE: A method for manufacturing cosmetic water containing a soluble silicate and camphor oil is provided to suppress skin aging by mixing tourmaline with the camphor oil and Artemisia princeps oil. CONSTITUTION: A method for manufacturing cosmetic water containing a water soluble silicate and camphor oil comprises: a step of dissolving a water soluble silicate in deep seawater and immersing tourmaline; a step of maturing at 20 deg. C for 30 days and preparing a silicate solution; a step of extracting camphor oil and Artemisia princeps oil; and a step of mixing the silicate solution, camphor oil, and Artemisia princeps oil and maturing at 20 deg. C for 2-7 days.
