PURPOSE: A method for transmitting hierarchical SVC(Scalable Video Coding) data through network coding, a device thereof, a receiving method, and a device thereof are provided to improve a decoding success rate of base layer data having the highest significance when the hierarchical SVC data is transmitted.;CONSTITUTION: A data transmission device receives hierarchical SVC data from a source node(610). The data transmission device decodes the hierarchical SVC data and performs network coding of the decoded hierarchical SVC data while differentiating a data inclusion frequency corresponding to significance(620).
