PURPOSE: A low-complexity entropy encoding method based on the difference value information of the symbol generating probability, a low-complexity entropy decoding method, and a decoding apparatus are provided to efficiently perform the symbol denotation replacement based on an adaptive counter threshold, thereby obtaining a higher compression efficiency. CONSTITUTION: An image encoder sets an adaptive counter threshold based on the difference value information of the inter-symbol symbol arrival probability within a LUT(Look-Up Table) which has the symbol arrival probability information of each symbol(510). If the symbol arrival probability within the area is bigger than the symbol arrival probability difference value between the symbols within the LUT, the image encoder uses the adaptive counter threshold to replace a relatively small number of symbol codeword(550,560).
