PURPOSE: A composition is provided to offer electrolyte film which is excellent is mechanical strength and conductivity. CONSTITUTION: A composition comprises a compound which is expressed in 1: M^1_(1-a)M^2_aP_xO_y, an azole group polymer and a compound chosen from chemical formulas 2-7. In the chemical formula 1, M^1 is an element of which number of oxidation is 4 and M^2 is chosen from elements 1,2 and 3. a is 0=a1, x is 1.5-3.5 and y is 5-13. The electrolyte film comprises a composition which is polymerizate of the composition. A fuel cell comprises a cathode, an anode and an electrolyte film which is between the cathode and the anode.
